SGX Enhances Online Listing And Trading Rulebooks Facility

March 2011 Commentary And Report - Dow Jones-UBS Commodity Indexes: Up Slightly As Focus Centers On Geopolitical Issues, Technical Factors
The Dow Jones-UBS Commodity Index was up 1.56% for the month of March. The Dow Jones-UBS Single Commodity Indexes for Silver, Natural Gas and Cotton had the strongest gains with month-to-date returns of 9.55%, 9.25%, and 6.93%, respectively. The three most significant downside performing single commodity indexes were Cocoa, Wheat and Orange Juice, which were down 12.26%, 10.25%, and 6.99% respectively, in March.

SEC Blocks Attempt By Connecticut Fund Manager To Divert Funds From Petters Ponzi Scheme Victims
The Securities and Exchange Commission today announced it has obtained an emergency court order to halt an attempt by a Connecticut-based fund manager to divert to himself and others settlement funds intended for U.S. victims of a Ponzi scheme operated by Minnesota businessman Thomas Petters.

CalPERS Appoints Acting Chief Financial Officer
The California Public Employees’ Retirement System (CalPERS) today announced the appointment of Russell G. Fong as its Acting Chief Financial Officer (CFO), effective April 4. In this newly-established position Fong will be responsible for managing the financial processes for CalPERS, including budgeting, accounting, cash management, and financial planning and analysis. He will also oversee CalPERS Enterprise Risk Management projects.

U.S. Agencies Announce Consideration Of Risk Retention Notice Of Proposed Rulemaking
The staffs of the Office of the Comptroller of the Currency, the Federal Reserve, the Federal Deposit Insurance Corporation, the Securities and Exchange Commission, the Federal Housing Finance Agency, and the Department of Housing and Urban Development (together, the agencies) announced that the agencies this week are considering for approval a notice of proposed rulemaking that addresses section 941 of the Dodd-Frank Wall Street Reform and Consumer Protection Act. All of the agencies participating in this joint rulemaking process are expected to consider the rule this week and a detailed announcement will be made when this process is complete. If approved, the agencies will publish in the Federal Register a notice of proposed rulemaking for public comment.
