The Securities Industry and Financial Markets Association (SIFMA) today announced the hiring of Carter McDowell as Managing Director and Associate General Counsel. Mr. McDowell joins SIFMA from the American Bankers Association (ABA).
“Carter will make an excellent addition to our team,” said SIFMA General Counsel and Senior Managing Director Ira Hammerman. “He brings to the table the perfect mix of private sector, Congressional, trade association and bank regulatory experience, all of which will be crucial as we work to reform and strengthen financial services regulation.”
In his role at SIFMA, Mr. McDowell will report to Ira Hammerman, as part of the larger global public policy and advocacy team. Mr. McDowell’s career at SIFMA will begin October 12.
As the Chief Legislative Counsel of ABA, McDowell was responsible for advising the government relations staff on the legal issues associated with federal legislation impacting the banking and financial services industry. Mr. McDowell also served as General Counsel of the ABA’s international affiliate, the Bankers Association for Finance and Trade. Prior to joining the ABA, Mr. McDowell served as the Chief Counsel of the U.S. House Financial Services Committee from 2001 to 2007. Prior to joining the Financial Services Committee, Mr. McDowell worked for Banc One Corporation in a number of positions, including as Washington Representative, Chief Compliance Officer for the non-bank subsidiaries and affiliates of the holding company and manager within the legal department. Prior to joining Banc One, Mr. McDowell worked in the Financial Services Group of the Goodwin Procter law firm in Boston.
Mr. McDowell holds a BA degree from the University of Texas, a JD from the Herbert School of Law at Louisiana State University and an LLM in Banking Law Studies from the Morin Center at the Boston University School of Law.
