SGX-ST Enforcement Action On Breaches Of Its Directives
On 6 February 2009, the SGX Appeals Committee fined UOB Kay Hian Pte Ltd (“UOBKH”) a total of $115,000 for breaching SGX’s directives for the administration of the Trading Representative Examination on SGX Extended Settlement Contracts (“ES Contracts”). In addition, UOBKH is required to re-administer the examination for the TRs who sat for the examinations held on four particular days. Japan's Financial Services Agency Publishes The Status Of Banks'Non-Performing Loans As Of End-September 2008
The total amount of NPLs held by all banks as of end-September 2008, based on the definition in the FRA(Act No.132 of 1998), is 12.3 trillion yen. The figure increased by 0.9 trillion yen from 11.4 trillion yen as of end-March 2008.

Enforcement Director Linda Chatman Thomsen To Leave SEC
The Securities and Exchange Commission announced today that Linda Chatman Thomsen, Director of the Division of Enforcement, plans to return to the private sector. Ms. Thomsen led a historic period of SEC law enforcement during which the Commission brought more than 2,000 enforcement actions and returned billions of dollars to harmed investors. In the past two years, the Commission has brought the second and third-highest number of enforcement actions in agency history.
